Former Secretary for Justice, Hong Kong SAR

Currently, Ms Leung, GBM, JP, is attached to Lu, Lai & Li Solicitors & Notaries as a consultant. She is a Justice of the Peace, a Notary Public and a China-Appointed Attesting Officer. She serves on several government boards and committees, including the Independent Police Complaints Council and Inland Revenue Board of Review. She is a Fellow of the International Academy of Matrimonial Lawyers. She is an academician of College of International Marriage Law. She holds the practicing qualifications for attorney of Hong Kong and Britain. She was a Member of the Executive Council of Hong Kong.

Ms. Leung served as a Secretary of Justice of the Hong Kong Special Administrative Region (HKSAR Government) from July 1997 to October 2005.  Prior to this, she was a Partner of P. H Sin & Co., a Hong Kong law firm. She was a Senior Partner of Lu, Lai & Li Solicitors & Notaries from 1993 to 1997.

She is a Delegate of the People’s Congress of Guangdong Province, a position she has held since 1989. From 1993 to 1997, she was a Delegate of the 8th National People’s Congress as well as a Hong Kong Affairs Adviser. She has been an Independent Non-Executive Director at PetroChina Company Limited since June 8, 2017; United Company RUSAL Plc since November 30, 2009; China Life Insurance Company Limited since July 20, 2016 and China Resources Power Holdings Company Limited since April 22, 2010.

Since 2006, Ms. Leung has been Deputy Director of the Hong Kong Basic Law Committee of the Standing Committee of the National People’s Congress of the People’s Republic of China. She was the President of the International Federation of Women Lawyers and the Honorary President of the Nanhai Worldwide Friendship Federation.

Ms. Leung was a member of the Social Welfare Advisory Committee and the Equal Opportunities Commission and a council member of the Hong Kong Federation of Women. She served as an Independent Non-Executive Director of Beijing Tong Ren Tang Chinese Medicine Company Limited since May 7, 2013 until September 12, 2017.
